2. Global Frequency

The newest Patlabor film, like the others, is a slow-moving, somber, depressing, rain-drenched police procedural, almost cut and dry, and that's fine with me. I like that sort of thing, and it's uncommon in anime. The twist here is that Ota, Noa, Goto and the rest of the usual Patlabor crew don't even show up until the finale. The story follows a pair of detectives, veteran Kusumi and his partner Hata, who track a series of grisly bay-area murders to a research facility that's lost control of its newest experiment, a biological terror called Wasted Thirteen. To make matters worse, Hata finds himself romantically involved with WXIII's lead developer. Once a method of disposing of the creature is discovered, the familiar faces in Special Vehicle Unit 2 are brought in to execute the operation.

This movie isn't for everyone. For the most part it's very relaxed in its pacing, and almost entirely humorless. It's very realistic, and the scenes involving WXIII itself seem almost out of place. It's reminiscent of Jin-Roh in several respects, which is a good thing, as Jin-Roh remains one of the finest animated films I've ever seen. Patlabor: WXIII falls short of that high standard, but it's still an interesting police story set in a city strangling on its own politics and technological complexity.

1. Tempy

Headgear has done it again with the production of the third Patlabor movie. Veteran detective Kusumi and his younger partner Hata are investigating several fatal attacks on Labors in the Tokyo Bay area. The trails lead to a biochemical laboratory and beautiful female scientist Saeko Misaki. Hata is attracted to her, but she carries a dark secret and a tragic past with her.

The most notable thing about Patlabor WXIII is that the members of Special Vehicle Unit 2 are not the main characters. They do make an appearance, but it's definitely Kusumi and Hata's show. Hence the show lacks the subtle and witty humor found in the previous Patlabor installments. What we do get is something that basically plays out the same as the previous two movies. The investigation takes its time as it gives out hints and exhibits the players. The art and animation is excellent with a high priority on realism. The pacing is slow at this point, but slowly builds up to a climax as all the pieces of the puzzle fall logically into place. I love it when it all comes together - when the secrets are revealed without explicitly showing it, and when scenes set at different times switch back and forth together, culminating into a clear course taken towards the finale.

The show balances brilliantly between a detective story of two men with different methods trying to solve a common problem, a low-key romance, action sequences with horror elements (the show managed to make me jump at least once), and a tragic drama. There's still even some political maneuvering, though much less than in the 2nd movie. Fans of the Patlabor movies should definitely watch this.
