Based on Kosuke Fujishima's (Oh My Goddess!, eX-Driver) best-selling manga series about 2 women at the traffic police department, the You're Under Arrest OVA series boasts good production values - the art is very detailed, the non-CGI cars and bikes never looked this good before, and the animation is very expressive.

As a prelude to the TV series, the OVA episodes are episodic but still very enjoyable. The action scenes are good (immensely helped by the animation), the pacing keeps things moving, and the character interaction is enjoyable. Besides the two main leads - gutsy Natsumi and smart Miyuki, the show also sports good secondary characters as well, especially perpetual sunglasses-wearing Ken Nakajima who looks though, but is actually too shy to profess his feelings to Miyuki.

I'm being a bit lenient with this series, this must have had some ungodly budget because the animation is some of the best I've seen in any OAV or movie, which always hurts to acknowledge when you think about the absolutely desolate storyline, which manages to tell a tale not worth telling, an enthralling storyline is not necessary for something to be good, so long as it had charm or atmosphere, this had neither. Once again we have those bloody scary characters who are a bit too picture perfect, as was shown in Oh My Goddess, you half expect them to turn into evil hell beasts or at least admit that yes they are being controlled by some nefarious puppet master, but it never seems to happen, so you may spend much of the series waiting for the characters to show their evil side in vain, but hey, at least that added some suspense, which this series severely lacks. A series still worth watching if only to admire the production values, and perhaps to hurt yourself as you think of all the good series you've seen over the years which had tiny budgets and how much better they could have been had they had a budget like this OAV did.

When I've come across You're Under Arrest!, I just picked to see how a cop anime would look like, I was not expecting so much from it. I was really surprised that it turned into a very solid and remarkable show. I know I should have expected no less from Kosuke Fujishima (Oh! My Goddess) with good character design and a fine plot. It's apparent that a gigantic budget was put behind the making of this OVA, from the very clean visuals and excellent animation. It also correctly shows Tokyo as the clean and busy city and the task the police department has to carry. Both Miyuki and Natsumi are working in the traffic department and thus there are lots of car chases and traffic control. There also some bits about the characters' personal lives with some tiny elements of comedy thrown at a good measure. Overall, this is a very lovely and quite peaceful OVA that should appeal to everyone.

Excellent art and animation grace this story of two women in the traffic section of the Tokyo police. Police work is a nice, friendly business here, with car chases but no real danger. The stories themselves didn't entertain me, though.
